Liberia, IAEA Sign Five-Year Technical Cooperation Framework

Vienna, Austria – September 17, 2025 Liberia has signed a new five-year Country Programme Framework (CPF) with the International Atomic Energy Agency (IAEA), setting out priority areas of cooperation from 2026 to 2030 in agriculture, health, energy, and environmental protection.

The agreement was signed in Vienna by Liberia’s Agriculture Minister, Dr. Alexander Nuetah, and IAEA Deputy Director General and Head of the Department of Technical Cooperation, Hua Liu.

Developed in consultation with Liberia’s Ministry of Foreign Affairs, Environmental Protection Agency, Ministries of Agriculture and Health, and UN partners including UNDP, FAO, and WHO, the framework reflects national priorities under the ARREST Agenda for Inclusive Development (2025–2026).

The framework will target five priority areas. It seeks to strengthen nuclear and radiation safety by creating a comprehensive regulatory system and independent authority. In agriculture, it aims to boost crop and livestock productivity, improve food safety, and enhance soil and water management using nuclear technologies.

In the health sector, the plan calls for building a radiotherapy facility and using nuclear techniques to monitor maternal and child nutrition. On energy and industry, it focuses on developing national capacity for energy planning and strategy formulation with IAEA tools. It also prioritizes environmental sustainability by applying isotopic techniques for better water resource management.

Liberia, a member of the IAEA since 1962, emphasized that the framework aligns with its long-term development goals, including food security, human capital development, environmental sustainability, and improved governance.

Country Programme Frameworks are negotiated between the IAEA and member states to align technical cooperation with national development needs and strengthen partnerships with the UN and other organizations.

With the signing of the CPF 2026–2030, Liberia reaffirmed its commitment to using nuclear science and technology for peaceful purposes and sustainable development.
